New Delhi, Aug. 5 (ANI): The SVAMITVA Scheme aims to provide a Record of Rights to property owners in rural inhabited areas by mapping village residential land through drone surveys and advanced geospatial technology, the government informed the Rajya Sabha on Wednesday.
Union Minister Rajiv Ranjan Singh, also known as Lalan Singh, said in a written reply that the scheme uses drone surveys and Continuously Operating Reference Stations (CORS) technology to create highly accurate maps of village abadi (inhabited) areas.
The high-precision maps help reduce property-related disputes by clearly demarcating property boundaries and establishing a formal Record of Rights for landowners.
The minister said a transparent process of ground verification and dispute resolution is followed to ensure ownership records are finalized fairly and accurately.
According to the Ministry of Panchayati Raj, 11,147 loans totaling ₹1,713 crore have been disbursed using SVAMITVA property cards.
The ministry, in collaboration with the Survey of India and state governments, is conducting drone surveys using CORS technology to generate highly accurate GIS-based maps of rural inhabited areas. The ministry regularly reviews the program’s implementation with state governments and the Survey of India to ensure timely completion of the mapping process.
The spatial data generated under the scheme is shared with state governments and integrated into Gram Manchitra, a GIS-based spatial planning application developed by the Ministry of Panchayati Raj.
Gram Manchitra enables Gram Panchayats to visualize village-level geospatial information, including residential areas, roads, public infrastructure, natural resources, water bodies, and other community assets on a digital map.
The application combines geospatial information from the SVAMITVA Scheme with planning and governance data to support evidence-based preparation and implementation of Gram Panchayat Development Plans (GPDPs).
It also helps local governments identify infrastructure gaps, prioritize development projects, optimize asset creation, monitor ongoing works, and coordinate resources across multiple government programs. By providing a comprehensive spatial view of village assets and resources, Gram Manchitra supports decentralized planning, improves transparency, and enables better-informed decision-making for sustainable rural development.
The SVAMITVA Scheme covers eligible rural inhabited areas approved under the program. To date, drone surveys have been completed in approximately 330,000 villages. (ANI)
